The Members have a statutory duty to provide the financial and other resources necessary to
ensure an efficient and effective Fire & Rescue Service. To this end they set an annual budget,
after considering professional advice on the level of resources required. They also consider new
policy initiatives, often those suggested or required by the national government, but also those
of a more local nature. The Members also have a legal duty to monitor the operational performance
of the FRS, to consider best practice and to ensure Best Value.
There are 13 members, 9 appointed by Wiltshire Council and 4 by Swindon Borough Council. They serve
for an annual term. There are also 3 lay persons who serve on the Authority’s Standards Committee,
which monitors the Code that governs Members’ conduct.
The Authority meetings usually take place at the FRS Training & Development Centre,
Devizes and are open to the press and public, although they can be excluded if
confidential information is likely to be discussed.
