The structure of the Health & Safety Department is detailed below. Other information includes departmental purpose, objectives, the services provided by the department and to whom the the services are provided.

PURPOSE OF DEPARTMENT:

"To fulfil Wiltshire Fire & Rescue Services statutory duty in respect of the health, safety and welfare of its employees and others effected by its operations. These duties extend to environmental risks too. The FRS needs to organise its staff and develop policies, plans and procedures, as well as promoting a positive health and safety culture. The FRS is required to have available the provision of competent advice. Under the Management of Health & Safety at Work regulations 1999, reg. 7, the FRS provides competent advice through the Health and Safety Department unit."

OBJECTIVES OF DEPARTMENT:

  • Achieve Health & Safety Commissions Revitalising Health and Safety targets for 2004 and 2010 respectively.
  • Provide monthly reports of performance indicators including lost time due to accidents and staff awareness.
  • Monitor and review the FRSs health and safety performance.
  • Provide an Annual FRS health and safety report.

WHO DO THE HEALTH & SAFETY DEPARTMENT PROVIDE A SERVICE FOR?

The Health and Safety department provide a service for all employees of Wiltshire Fire & Rescue Service, any member of the public while on FRS property for work or other activity, or anyone effected by our activities.

WHAT SERVICES DO THE HEALTH & SAFETY DEPARTMENT PROVIDE?

The Health and Safety Department provides the following operational and support services in line with our statement of purpose:-

  • Development of health and safety policy
  • Prepare policy and procedural documentation on health and safety
  • Monitor health and safety documents to ensure they are current and up to date
  • Identifying and responding to legislation
  • Liase with the Health and Safety Executive
  • Monitoring and commenting on operational procedures and performance
  • Maintaining and operating information systems
  • Maintain an accident reporting and investigation database
  • Provide assistance in investigating, reporting and recording accidents
  • Monitor and review accident reports and investigation outcomes
  • Provide annual reports on accident statistics both internal and external
  • Auditing of safety systems and Work Place Inspections
  • Identifying and providing scientific advice
  • Co-ordinate training for health and safety
  • Maintain a health and safety training database
  • Monitor and review training for health and safety
  • Organise in-house workshops and seminars for FRS Officers and Managers
  • Hold four meetings per year with the Occupational Health Unit
  • Liaison with the FRSs medical officer and Occupational Unit
  • Liaison with staff side
  • Hold four health and safety committee meetings per year
  • Produce a monthly health and safety news bulletin
  • Assisting litigation claims
  • Monitoring contractors
  • Review the safety performance of contractors
  • Ensuring continual professional development
  • Dealing with environmental issues
  • Acknowledge health and safety queries within 3 working days
  • Provide answers to safety queries within 30 days
  • Attend 4 FRS exercises annually
  • Support the Management Board in producing the Annual health and safety plan
  • Maintain the health and safety intranet
